Authorities at these ports have been instructed to refuse transhipment fac- ilities in any case where a warning of this nature has been received from you. Ground taken up will be that British sub- jects will be guilty of an offence if they handle goods coming from the enemy.
You should report at once any scheme which may be devised for avoiding trans- shipment of such cargoes at above-mention ed ports, such as shipping via Java.
